February 2022 - South Korea plans to make the following revisions to the Motor Vehicle and Parts Performance Regulations and Standards.
A. Draft Articles 15-3 and 90-3 require passenger cars and trucks and special vehicles with a gross vehicle mass (GVM) up to and including 3.5 tons to be equipped with an automatic emergency braking system (AEBS). Prior to this revision, the AEBS requirement only applied to buses and trucks and special vehicles with a gross vehicle mass (GVM) exceeding 3.5 tons. The requirement will be revised to apply to passenger cars and trucks and special vehicles with a gross vehicle mass (GVM) up to and including 3.5 tons. In addition, the performance requirements for automatic emergency braking systems (AEBS) are established.
B. Clauses 19 and 32 of the draft aim to improve the payload labeling as well as the load assembly standards. Clarify the maximum gross vehicle mass (GVM) and maximum payload marking for trucks; and delete the weighting of dump trucks and specialty vehicles to allow manufacturers to set their own cargo box sizes based on permissible ranges.
C. Draft Sections 38-4, 39, 40-2, and 44-2 are intended to refine the vehicle light standards. The amendments will clarify the number of back-up lamps to be installed on vehicles and the front and rear marker lamp standards, allow side marker lamps to be installed on vehicles up to 6m wide, remove the rear position lamp viewing angle requirement for vehicles equipped with side marker lamps, and allow the installation of additional turn indicators.
D. Draft articles 91, 91-2, 91-3, 91-4, 102 and 102-3 would be harmonized with international standards relating to fuel systems and crash tests. The fuel system standards will be reorganized by fuel type; fuel system safety requirements for rollovers will be added; and crash standards for trucks with a maximum gross mass of up to 3.5 tons will be harmonized with the relevant international standards. e. Table 5-30 of the draft provides the basis for installing a left-side door on a bus with a capacity greater than or equal to 16 passengers. This amendment will establish requirements for the installation of left side doors on buses with a capacity of 16 or more passengers to ensure that the left side doors are equipped with appropriate fail-safe measures and operational safety.
